Overview

HANNON INTERNATIONAL INVESTMENTS presents a proposed EUR 250 million integrated phosphate processing and advanced materials initiative in Tunisia. The project aims to establish a modern industrial complex combining qualified phosphate rock supply, phosphoric acid production, fertilizer manufacturing, quality control and international distribution. The initial production portfolio prioritizes DAP 18-46-0 and granular MAP 11-52-0, with a combined target capacity of 200,000 tonnes annually. Further development opportunities include purified phosphoric acid, feed phosphates, water-soluble fertilizers, specialty phosphates and iron phosphate precursors for potential lithium iron phosphate (LFP) battery applications. The project incorporates cleaner processing technologies, water recovery, digital operations and a proposed EUR 5 million research and development program. HANNON welcomes strategic investors, industrial technology partners, phosphate suppliers and international distribution partners. The project remains at concept stage, and all financial and production targets are subject to feasibility studies, regulatory approvals and definitive agreements.

Security and guarantees

Potential investor protections may include equity participation in a dedicated industrial project company, security over eligible industrial assets, production equipment, project bank accounts and contractual receivables. Additional safeguards may include phased capital deployment, independent technical and environmental due diligence, construction and operational insurance, audited financial reporting and negotiated investor governance rights. Long-term phosphate supply contracts, equipment warranties, product offtake agreements and industrial partnership arrangements may contribute to project risk mitigation if successfully negotiated. No fixed return, capital guarantee, collateral package or financing commitment is currently confirmed.

Risks and exit

Key risks

  • Phosphate rock supply availability and quality variability
  • Phosphoric acid and fertilizer market price volatility
  • High capital expenditure and financing requirements
  • Industrial construction and commissioning delays
  • Environmental permitting and regulatory compliance
  • Sulfur and other chemical input supply and pricing risks
  • Water availability and industrial wastewater treatment
  • Phosphogypsum management and environmental liabilities
  • International fertilizer market competition
  • Foreign exchange and export logistics risks

Exit strategy

Potential exit opportunities include strategic acquisition by international fertilizer manufacturers, phosphate processing groups, industrial chemical companies or advanced materials producers. Additional options may include institutional refinancing, secondary equity sales, negotiated shareholder buybacks and dividend distributions from profitable operations. Future development of specialty phosphates and battery-material precursors may create additional strategic partnership opportunities, subject to technical qualification and market demand. All exit mechanisms remain subject to project performance, market conditions and definitive investment agreements.
